Raley Procurement for Jira & JSM
Bring purchasing into Jira and JSM.
Keep Finance in control.
Intake-to-procure for teams on Atlassian. Purchase requests, approvals, POs, and clean ERP handoff, inside the tool your teams already use.
Procurement is complicated. Your software shouldn’t be.
The problem
Your teams move fast. Purchasing slows them down.
When purchasing lives in email threads, spreadsheets, or a hand-built Jira workflow, the people doing the work and the people approving the spend lose sight of each other. Requests stall, approvals get lost, and Finance only finds out what was committed when the invoice arrives.
- Requestors
Employees need software, equipment, contractors, or services.
After submitting a request, they're left wondering:
- Has anyone approved this yet?
- Who owns it now?
- When will it be purchased?
-
Approvers
Managers and department heads are expected to approve spending decisions, but requests arrive through multiple systems and channels.
Approvals sit waiting because:
- Nobody knows they're required
- Context is missing
- Requests are difficult to prioritize
- Finance
Finance often discovers spending only when invoices arrive.
Without visibility into purchase requests and approvals:
- Future commitments remain hidden
- Budget forecasting becomes unreliable
- Procurement activity is difficult to audit
- Shadow spending increases up to 20% ***

The enemy isn’t your ERP. The enemy is chaos at the front door, and the cost of buying and implementing yet another heavyweight tool just to fix it.
The solution
A procurement orchestrator built into Jira and JSM.
Raley Procurement orchestrates the full intake to PO path for Procurement, Finance, IT, and Ops, inside the Jira instance you already run. Capture purchase requests in the JSM portal, route them through cross-functional review (legal, security, finance, IT), and generate POs that hand off cleanly to your ERP. The data model is real. Purchase Orders, Budgets, Suppliers, and Approval Matrices are first class entities, not a Jira workflow with extra fields.
How Raley Procurement works
Request and approve, in the JSM portal
Your business teams raise purchase requests from the JSM portal they already use. Route requests through approval tiers configured by cross-functional, department, budget, product, and spend threshold, with multiple approval thresholds and multi-currency built in.
Track every order from the ticket view
Know exactly what was ordered, what was received, and what is still outstanding. Partial goods receipts are recorded per order line, so the PO status reflects reality, not last week.
Live dashboards for committed spend
Finance sees real time visibility into approved POs that have not yet been received, separately from actual spend. Jira dashboard widgets put the same numbers next to the rest of the work. Export to CSV any time, or pull data via REST API for your ERP or accounting system.
The four ways teams solve this, and where they break
A workflow is not a procurement system.
Teams take one of four paths when email-and-spreadsheet purchasing stops working. Each solves part of the problem. Here's where each one breaks.

Frequently asked questions
What is Raley Procurement and how does it work?
Raley Procurement is an Atlassian Marketplace app that turns Jira and JSM into your procurement system. Your business teams raise purchase requests from the JSM customer portal they already use. Those requests route through approval tiers in Jira (by department, budget, product, and spend threshold), become purchase orders sent to suppliers as branded PDFs, and get tracked through goods receipt. Finance sees committed spend in real time on Jira dashboards. POs export to CSV or pull through a REST API to feed your existing ERP, AP, or accounting system. Everything happens inside the Jira instance your teams already log into.
What can I actually do from inside Raley Procurement?
From your Jira project you can: configure your own budgets and watch committed spend track against them in real time; build approval workflows by department, budget, product, and spend threshold (up to three tiers); manage your supplier and product catalog with bulk CSV import (up to 1,000 products); generate branded PDF purchase orders for suppliers; record goods receipt with partial deliveries per order line; see live PO data on Jira dashboard widgets; set Finance, Approval, and Viewer roles so each user sees only what they should; configure multi currency, tax rates (VAT and sales tax), per order delivery addresses, and up to five custom fields per order line; export everything as CSV or pull through the REST API into your ERP, AP, or accounting system.
Do I need Atlassian Jira or JSM to run Raley Procurement?
Yes. Raley is an app that is designed to work with Jira or JSM. It doesn't function standalone. If you don't have either, we suggest that you consider JSM first as this is easier in user adoption and cheaper per user.
Who can see what? How do roles and visibility work?
Raley Procurement uses role-based access on top of your Jira project permissions. You assign Finance, Approval, or Viewer roles to users or groups. Business users raise purchase requests from the JSM customer portal (no Jira license required to submit a request). Approvers see what they need to approve. Finance sees the full picture, including committed and actual spend across departments and suppliers. Atlassian admins control configuration. Every action is logged in the Jira work item activity feed for full audit traceability.
Does Raley Procurement work with Jira Service Management?
Yes. Purchase requests are raised from the JSM customer portal, then approved as POs in Jira. Approvers and admins work in Jira; requesters work in the JSM portal they already know.
How does Raley fit with our existing ERP?
Raley Procurement is the intake and approval layer. POs and order data export cleanly as CSV, or you can pull data through the REST API to feed your ERP, AP, or accounting system. Your ERP stays the system of record.
Can we customise the approval workflow?
Yes. Approval tiers are configured by department, budget, product type, and spend threshold, with up to three approval stages. The underlying Jira workflow is yours to customise too.
Is Raley Procurement Cloud Fortified, and what about data security?
Yes. Raley Procurement carries Atlassian’s Cloud Fortified trust mark and participates in the Marketplace Security Bug Bounty Program. The app runs as an Atlassian cloud add-on, with no direct database access. Communication is over SSL with JWT authentication. Data is hosted on AWS in Amsterdam and the USA, retained for 60 days after uninstall, then permanently deleted.
How is Raley different from a generic Jira approval app or a DIY Jira workflow?
Generic approval apps move tickets; Raley generates and tracks the purchase orders themselves, with budgets, suppliers, multi currency, and committed spend dashboards as first class entities. A DIY workflow gives you the work item transitions but none of the procurement data model.
